Senate amendment makes the following changes to the 2nd edition.

Provides that, in the 2016 election where one member each will be elected from Districts 4, 5, and 6 of the districts used by the Wake County Board of Commissioners 2014 election, the members are required to reside in those 2014 districts and run at-large in the county.
