Makes the amendment to the town charter providing for a four-year term for the mayor and for staggered four-year terms for the town commissions effective only if approved by the qualified voters at the November 8, 2011 election. Provides that if the majority of the votes are in favor of the change to the charter, then the changes apply to those elected in 2011. Makes conforming changes to the title.
