Requires the Northeastern Workforce Development Board serving Dare, Currituck, Camden, Pasquotank, Perquimans, Chowan, Gates, Hyde, Tyrrell, and Washington Counties under GS 143B-438.11 to annually designate the providers of adult and dislocated worker services authorized in the Workforce Innovation and Opportunity Act (was, had to do this by July 1, 2014, with no annual requirement) and removes the requirement that the designation be made through a competitive selection process.
