    Adopts the 2021 House permanent rules as the 2023 temporary rules with the following exceptions.

    Amends Rule 5 to provide that the order of business is as listed, unless the Speaker varies or alters the order (was, it is the order of business except by leave of the House). Amends the order of business to set the sixth item as first reading and referral to committee (was, and reference to committee) of bills and resolutions. Replaces the phrase "reference to committee" with "referral to committee" throughout the rules.

    Amends Rule 5.1 by adding the following to the items that are considered in order during a pro forma session: (1) re-referral to committee of bills and resolutions and (2) reading of representative statements that have received written approval for presentation during the pro forma session by the Chair of the Standing Committee on Rules, Calendar, and Operations of the House.

    Amends Rule 27 by amending the list of standing committees as follows. Adds the (1) Disaster Recovery and Homeland Security Committee and (2) the Oversight and Reform Committee. Renames the Homeland, Security, Military, and Veterans Affairs Committee as the Military and Veterans Affairs Committee. Removes the Judiciary 4 Committee.

    Amends Rule 28 to allow standing committees to meet during pro forma House sessions. Adds an exception to the provisions that govern when standing committee meetings must adjourn for a meeting of a standing committee for which the Speaker has given notice that the House will be at ease until the adjournment of that committee.

    Amends Rule 28.2 by amending the conditions that must be met before a standing committee may conduct meetings with members participating remotely to require that the Speaker has not disallowed remote participating for the standing committee (was, the Speaker must have approved a written request by the committee chair which includes the proposed date and time for the meeting).

    Amends Rule 29.1 to now allow the chair of a standing committee to schedule a time to receive public comments for the standing committee as a whole during the meeting of the committee or after the adjournment of a regular daily House session (was, request for a public hearing must be made in writing to the chair of the standing committee to which the bill has been referred; the chair was allowed to schedule public hearing by the committee as a whole after the adjournment of a regular daily House session. Denial of a request made by a House member was allowed to be appealed to the Speaker. Notice was required to be given no less than five calendar days before the public hearings, with notice methods designated). Requires persons desiring to provide public comments during a meeting of a standing committee (was, desiring to appear and be heard at a public hearing) to submit their requests to the chair of the standing committee.

    Amends Rule 31.1 to update deadlines for filing bills for introduction to dates in 2023. Provides that all local bills must be submitted to the Legislative Drafting Division or the Legislative Analysis Division by March 1, 2023, and introduced no later than March 23, 2023. Bills recommended by commissions or standing committees must be submitted by February 1, 2023, and introduced by February 16, 2023, by the specified time. Bills requested by state agencies must be requested by February 8, 2023, and introduced by February 23, 2023, by the specified time. Public bills that do not go to the Appropriations or Finance committees, joint resolutions, and House resolutions must be submitted by March 22, 2023, and introduced by April 18, 2023, by the specified time. Public bills that must go to the Appropriations or Finance committee must be submitted by March 29, 2023, and introduced by April 25, 2023, by the specified time. Sets the bill crossover deadline as May 4, 2023.

    Amends Rules 40 by no longer requiring all bills and resolutions to be taken up as they appear in each category. Makes a conforming change by deleting the provision prohibiting the Speaker from varying from the order except by leave of the House.  Makes conforming deletions.

    Deletes Rule 44.2 which prohibited a veto override vote from being taken on a House bill until the second legislative day following notice of its placement on the calendar, except in a reconvened session. The rule also prohibited an override vote from being taken on a Senate bill until the legislative day following notice of its placement on the calendar, except during a reconvened session.

    Makes additional technical and clarifying changes, including updating references to 2023.
