Appropriates $1,330,800 from the General Fund to Bertie County for 2022-23. Specifies that these funds do not revert and instead remain available to the county for the purposes allowed in this act. Requires that specified amounts be used for needed equipment and improvements at the Blue Jay Recreational Center, planning and construction of a new county animal shelter facility, a drainage and flood control improvement project to relieve flooding and associated issues in the Long Branch community and the Town of Colerain, and furthering the Affordable Housing for Teachers Initiative.

Appropriates $8,515,000 from the General Fund to the Department of Public Instruction for 2022-23 to be allocated in the specified amounts for the specified repairs and equipment at Aulander Elementary School, Bertie High School, Bertie Middle School, Colerain Elementary, West Bertie Elementary School, and Windsor Elementary School.
