    AN ACT TO REPEAL THE TUITION SURCHARGE IMPOSED BY THE BOARD OF GOVERNORS ON STUDENTS WHO TAKE MORE THAN 140 DEGREE CREDIT HOURS TO COMPLETE A BACCALAUREATE DEGREE IN A FOUR-YEAR PROGRAM OR MORE THAN 110% OF THE CREDIT HOURS TO COMPLETE A BACCALAUREATE DEGREE IN A FIVE-YEAR PROGRAM. SL 2019-68. Enacted July 1, 2019. Effective July 1, 2019, and applies beginning with the 2019-20 academic year.

    Repeals GS 116-143.7, which imposed a 50% tuition surcharge by the Board of Governors of the UNC System on students who take more than 140 degree credit hours to complete a baccalaureate degree in a four-year program or more than 110% of the credit hours to complete a baccalaureate degree in a five-year program at a constituent institution. Makes conforming changes to GS 116-143.9 regarding fixed tuition payments at constituent institutions of UNC. Further amends GS 116-143.9 to specifically identify what constitutes a substantial disruption or interruption in a student pursuit of a degree, thereby qualifying tuition to be tolled (previously referenced GS 116-143.7(c) for guidance, repealed by the act). Borrows language from GS 116-143.7(c), as repealed, to include military service obligation, serious medical debilitation, a short- or long-term disability, or other extraordinary hardship as qualifying substantial disruptions or interruptions. Adds a new requirement for the Board of Governors to establish the appropriate procedures to implement the process of tolling a student's tuition upon demonstration of a substantial disruption or interruption. Effective July 1, 2019, and applies beginning with the 2019-20 academic year.
