Makes clarifying changes to GS 116E-3, providing that seven of the specified members that are to be appointed to the NC Longitudinal Data System Board are public members.

Amends GS 143B-394.15(c), making adjustments to the membership of the Domestic Violence Commission (Commission), providing for two public members to be appointed each by the President Pro Tempore of the Senate and the Speaker of the House (previously, one member was to be appointed by each). Deletes language that provided for a member of the Senate and a member of the House to be appointed to the Commission.

Amends GS 120-123, adding the NC Longitudinal Data System Board and the Commission to the list of boards or commissions upon which no member of the General Assembly can serve.
