    Creates the Legislative Task Force on Education Innovation (Task Force). Provides for 19 members with nine members each appointed by the President Pro Tempore of the Senate and the Speaker of the House of Representatives, and appoints the 2015 North Carolina Teacher of the Year as a member of the Task Force.

    Provides specific criteria for the composition of the Task Force membership, the filling of vacancies, and the selection of co-chairs. Provides additional criteria regarding the setting of meetings, staffing, and the general operation of the Task Force.

    Directs the Task Force to determine if there is a need to create a permanent entity dedicated to examining innovative practices in education designed to improve student achievement throughout North Carolina.  Directs the Task Force to do the following as part of its study: (1) assess the appropriateness of establishing a permanent entity to study education innovation and provide recommendations to the General Assembly on incorporating innovative practices in public schools and higher education, including the use of state funds for this purpose; (2) examine options for the appropriate structure for a permanent entity to study education innovation; (3) gather information from stakeholders in the areas of public schools and higher education on the establishment of a permanent entity to study education innovation; and (4) study any other issues the Task Force deems relevant.

    Requires the Task Force to submit a final report on its study and its recommendations to the 2017 General Assembly. Requires the Task Force to terminate on December 31, 2016, or upon the filing of its final report to the General Assembly, whichever occurs first.
