Senate committee substitute makes the following changes to the 1st edition:

Changes the long title.

Deletes proposed provisions that provided for staggered terms for the Board of Aldermen of the Town of McDonald and now provides that beginning in 2015, three aldermen will be elected to serve four-year terms. In 2019, and every four years after that, a mayor and three aldermen will be elected to four-year terms.
