Transfers $10 million for 2020-21 from the General Fund to the State Capital and Infrastructure Fund (Fund). Appropriates $10 million for 2020-21 from the Fund to the Office of State Budget and Management for the renovation and expansion of Jackson Library at the University of North Carolina at Greensboro. Provides that this act controls if House Bill 966 (2019 Appropriations Act) becomes law and any provision of that act or a provision of the Committee Report conflicts with this act. Effective July 1, 2020.
