House committee substitute makes the following changes to 2nd edition. Amends GS 115C-238-29F(e) to provide that education employee associations are to have equal access to charter school employees as provided in proposed GS 115C-335.9. Provides that this act applies beginning with the 2012-13 school year (was, 2011-12 school year). Makes organizational changes.
