Amends GS 163A-1589 by adding that a city or special district that is in more than one county may enter into an interlocal agreement with the county boards of election in those counties where the city or district lies for the administration of the election. Requires the agreement to be approved by the State Board of Elections before it is used in a municipal or special district election and limits the duration to two years.
