House amendment makes the following changes to the 2nd edition.

Amends the long title.

Amends GS 153A-210.5 (counties) and GS 160A-239.5 (municipalities), both concerning the repayment of special assessments for critical infrastructure needs, providing that such assessments are payable in annual installments not to exceed 25 in number (was, could not exceed 30 annual installments).

Amends the effective date of the act to provide that it is effective June 30, 2015, applying to assessments made on or after July 1, 2015 (was, effective June 30, 2015).
