Requires the funds to be used to establish a specified full-time equivalent position to represent the State's interests and be responsible for State-owned assets at the new State's veterans' home when it becomes operational (previously requires the funds to be used for the operation of the new State Veterans Home in Kernersville for the 2020-21 fiscal year, allowing the establishment of the position).
