Requires the funds to be used to rehabilitate certified historic structures initially used for an educational purpose. Requires the Secretary to establish eligibility guidelines and prohibits a recipient or new project from receiving a total of more than $250,000 in grant funds for the 2021-22 fiscal year. Specifies that funds do not revert at the end of the 2021-22 fiscal year but instead remain available for grants until all funds are expended. Effective July 1, 2021.
