House committee substitute to the 1st edition makes the following changes. Amends the membership of the Opportunity Gap Task Force (Task Force) to allow the Governor's Senior Education Advisor's designee to serve in his or her place and replaces the Executive Director of NC Child with the Executive Director of the NC Association of Public Charter Schools or his designee. Instead, adds that the Task Force must extend invitation to receive input from the Executive Director of NC Child, the President of Parents for Educational Freedom in North Carolina, or their designees, and the Public School Forum of North Carolina. Updates the total listed number of Task Force members. Adds to the items that the Task Force must consider in its study the effective access to and use of technology, including connectivity for students and their families, devices, and software. Changes the due date of the final report to December 1, 2020 (was, September 1, 2020), and makes conforming changes to the date of the termination of the Task Force.
