House committee substitute makes the following changes to 1st edition. Amends GS 115C-12(23) to require the State Board of Education to adopt rules governing interscholastic athletic activities conducted by local boards of education. Adds first responders to the list of people who must sign a concussion and head injury information sheet before they may participate in interscholastic athletic activities. Substitutes 'interscholastic athletic activities' for 'extracurricular athletic activities' and 'student' for 'athlete' in multiple instances in GS 115C-12(23).
