Bill summary
Amends GS 143-59 to require the Secretary of Administration and any state agency, for any contract for food, supplies, materials, equipment, printing, or services, to give the lowest responsible, responsive resident bidder up to three business days to match the bid of the lowest, responsive nonresident bidder if the resident bidder's bid is within 5% or $10,000, whichever is less, of the nonresident bidder's bid. Amends the definition of resident bidder to be a bidder that has paid unemployment or income taxes in the state or (was, and) whose principal place of business is in the state.
Effective July 1, 2013, and applies to all bids received on or after that date.
