Adds a new subdivision (7) to GS 147-33.81 to define cooperative purchasing agreementas an agreementbetween a vendor and one or more states or state agenciesthat provides that the parties may collaboratively or collectively purchase information technology goods and services in order to increase economics of scale and reduce costs.

Amends GS 147-33.95 torequire a state agency wishing to enter into a cooperative purchasing agreementto first obtain approval from the state Chief Information Officer (CIO). Specifies factors that the CIO is to consider in reviewing the request and making a decision as to whether to grant approval.Provides that once a state agency obtains approvalfrom the state CIO, thestate agency may use the agreement without further approval. Requires state agencies to periodically report to the CIO regarding the use of these agreements. Directs the state CIO to establish procedures for utilizing cooperative purchasing agreements.
