House committee substitute to the 1st edition makes the following changes.
Revises the terminology used in proposed GS 95-28.5, now directing that all State and local governments which employ public first responders require that all first-responder employees have a health care, rather than medical, power of attorney, provide access to the health care power of attorney to the employer, and review the power of attorney annually with their supervisor. Adds and defines health care power of attorney. Makes conforming changes. Changes the act's titles.
