Bill summary

Adopts the permanent rules of the House of Representatives, which are the same as the temporary rules adopted in H1, with the following changes.

Amends Rule 31, extending the following deadlines with regard to introduction and receipt of bills. Provides for local bills to be introduced by April 8, 2021 (was March 25, 2021). Requires public bills that do not require re-referral to the Appropriations or Finance Committees and all resolutions to be submitted to the Legislative Drafting Division or Legislative Analysis Division by April 7, 2021 (was, March 24, 2021), and introduced by May 4, 2021 (was, April 20, 2021). Requires public bills that must be re-referred to the Appropriations or Finance Committees to be submitted to the Legislative Drafting Division or Legislative Analysis Division by April 14, 2021 (was, March 31, 2021), and introduced by May 11, 2021 (was, April 27, 2021). 

Amends Rule 58.1, which provides temporary modifications of the rules upon notification filed by the Speaker with regards to a state of emergency. Corrects an internal cross-reference in the prescribed modifications to Rule 12. Revises and adds to the prescribed modifications for Rule 22.1, which governs designated voting, to provide that a designation is only effective on a legislative day if received by the Principal Clerk at least one hour prior to the time the House is scheduled to convene. Now provides for designation revocation at any time by notifying the Principal Clerk (previously required revocation in writing on a form provided by the Principal Clerk). Adds the following new modifications to Rule 24. Prohibits a member who cast a vote using the designated voting procedure under Rule 22.1 from changing that vote without leave of the House, with leave barred if the change affects the result or if the session in which that vote was taken has been adjourned. Establishes procedures for a member who cast a vote using the designated voting procedure to change the vote by submitting a written request to the Leader the member originally designated who must deliver the request to the Principal Clerk on a form provided by the Principal Clerk for that purpose.
