Transfers $15 million and $13 million in nonrecurring funds from the General Fund to the State Capital and Infrastructure Fund for the 2021-22 and 2022-23 fiscal years, respectively. Appropriates the transferred amounts to the UNC Board of Governors to provide funds for the planning and construction of a new Brody School of Medicine at ECU. Sets the total amount authorized for the project at $215 million. Effective July 1, 2021.
