House committee substitute makes the following changes to the first edition.

Provides that the Alamance County Sheriff's Office can contract for the purchase of food and food services supplies (previously, provided for contracting for the purchase of food and supplies) for the County's detention facility without being subject to the purchase and contract requirements of GS 143-129 or GS 143-131.
