House committee substitute makes the following changes to 1st edition. Rewrites the definition of retirement in GS 135-1(20) to clarify that work performed as an unpaid bona fide volunteer Guardian ad Litem in the Guardian ad Litem Program is not considered service. Effective July 1, 2011. Makes a conforming change to the bill title.
