Amends GS 14-410(a1) to provide that, when other requirements are fulfilled, pyrotechnics can be exhibited, used, handled, manufactured, or discharged at a concert or public exhibition without written permission from the board of county commissioners or city if written authority is given by the University of North Carolina (UNC) or NC State University, pursuant to GS 14-413, and the pyrotechnics are exhibited on lands or buildings in Wake County owned by UNC or NC State University. 

Amends GS 14-413, making conforming changes.
