House committee substitute amends the 1st edition as follows.
Part II.
Revises the proposed changes to GS 115C-302.4, amending the definition of high-need retired teacher to require the beneficiary of the Teachers' and State Employees' Retirement System who meets the existing criteria be a school personnel rather than a teacher as proposed in the previous edition. Makes conforming changes to eliminate the addition of teacher to the defined terms. Adds and defines school personnel to mean a licensed personnel who is classified as a teacher or an instructional.
