House committee substitute makes the following changes to the 1st edition.

Changes the act's long title.

Amends GS 58-79-1 to add the Office of the State Fire Marshal to the entities through which the Director of the State Bureau of Investigation is to investigate the cause, origin, and circumstances of every fire occurring in a municipality or county in which property was destroyed or damaged, with special attention as to whether the fire was the result of carelessness or design. Effective when the act becomes law.

Makes technical changes to effective date provisions.
