Bill summary

House committee substitute to the 1st edition makes the following changes. 

Amends proposed GS 14-208.1 to provide that the offense of promoting travel for unlawful sexual conduct includes when the person sells or offers to sell travel services that the person knows to include travel for the purpose of committing any of the specified offenses in this state or for the purpose of engaging in conduct that would constitute any of the specified offenses if occurring within this state (was, includes travel for the purposes of engaging in conduct that would constitute any one of the specified offenses if occurring within the state only). 

Makes technical changes to proposed GS 14-43.18.

Amends proposed GS 14-145.9 to remove the requirement for the petitioner to have been of good moral character since the date of the nonviolent conviction for which the person is petitioning the court for expunction.

Corrects the statutory reference in proposed GS 15A-151.5(a)(7a).

Deletes the proposed appropriations for the continued operation of the Human Trafficking Commission.
