Adds the State Treasurer as a member of the Joint Legislative Study Committee on the Sustainability of the North Carolina State Health Plan (Committee; previously, the State Treasurer was an ex officio, nonvoting member). Eliminates the provisions allowing the Committee to increase its membership by majority vote.
