AN ACT TO CLARIFY THE SUPERINTENDENT OF PUBLIC INSTRUCTION'S ROLE AS THE ADMINISTRATIVE HEAD OF THE DEPARTMENT OF PUBLIC INSTRUCTION, TO CHANGE THE APPOINTMENTS PROCESS FOR THE BOARDS OF TRUSTEES FOR THE CONSTITUENT INSTITUTIONS OF THE UNIVERSITY OF NORTH CAROLINA, TO MODIFY THE APPOINTMENT OF HEADS OF PRINCIPAL STATE DEPARTMENTS, AND TO ESTABLISH TASK FORCE FOR SAFER SCHOOLS.

Senate amendments makes the following changes to the 4th edition.

Amendment #1 amends the proposed change to GS 115C-410 to increase the number of exempt positions the Governor may designate in cabinet departments from 300 to 425. Makes conforming change.

Amendment #2 clarifies the effect of the proposed changes to the North Carolina Charter Schools Advisory Board. Provides that, for the two terms appointed by the Governor expiring in 2017, one member is to be appointed by the General Assembly upon the recommendation of the Speaker of the House pursuant to GS 120-121, and one member is to be appointed by the State Board of Education pursuant to GS 115C-218. Sets out that the one term member appointed by the Governor expiring in 2019 is to be appointed by the General Assembly upon the recommendation of the President Pro Tempore of the Senate pursuant to GS 120-121. Further, provides that thereafter, as terms expire or vacancies occur, members will be appointed pursuant to GS 115C-218, as amended.
