House committee substitute makes the following changes to 1st edition.
Amends GS 116-37(b) to increase the number of board members on the board of directors of the UNC Health Care System to 24 (was, 12 in the previous edition), and makes modifications to the composition, appointment process, and terms. Deletes amendments made to other subsections in GS 116-37 and deletes amendments made to GS 116-37.2, 143-56, and 146-22. Makes the act effective when it becomes law (was, October 1, 2012), and makes conforming changes to the bill title.
