TO CLARIFY THE PURPOSE OF THE UNIVERSITY OF NORTH CAROLINA HEALTH CARE SYSTEM, TO INCREASE THE AUTHORITY OF THE UNIVERSITY OF NORTH CAROLINA BOARD OF GOVERNORS TO GOVERN THE HEALTH CARE SYSTEM, TO REDUCE THE NUMBER AND CHANGE THE COMPOSITION OF THE MEMBERS OF THE BOARD OF DIRECTORS OF THE HEALTH CARE SYSTEM, TO INCREASE THE SYSTEM’S ACCOUNTABILITY AND TRANSPARENCY, TO CLARIFY ITS STATUS AS A STATE AGENCY, AND TO LIMIT FUTURE EXPANSION, AS RECOMMENDED BY THE HOUSE SELECT COMMITTEE ON STATE-OWNED ASSETS.
House committee substitute makes the following changes to 1st edition.
Amends GS 116-37(b) to increase the number of board members on the board of directors of the UNC Health Care System to 24 (was, 12 in the previous edition), and makes modifications to the composition, appointment process, and terms. Deletes amendments made to other subsections in GS 116-37 and deletes amendments made to GS 116-37.2, 143-56, and 146-22. Makes the act effective when it becomes law (was, October 1, 2012), and makes conforming changes to the bill title.
