Adopts the 2023 House permanent rules as the 2025 temporary rules with the following exceptions:

Amends Rule 31.1 by changing the deadlines for bill drafting requests and bill filings so that instead of five different deadlines for specified categories of bills, there are now only two deadlines, one for local bills and one for public bills. Requires drafts of local bills to be submitted by 4:00 on Thursday, February 20, and to be introduced by 3:00 on Thursday, March 6. Requires drafts of public bills to be submitted by 4:00 on Thursday, March 6, and to be introduced by 3:00 on Thursday, April 3. Sets the crossover deadline as Thursday, May 8, 2025.
