House committee substitute to the 1st edition makes the following changes.
Amends GS 18B-302 (prohibiting the sale of malt beverages, unfortified wine, wine, spirituous liquor, or mixed beverages to anyone less than 21 years old) and GS 14-313 (regulating youth access to tobacco products, tobacco-derived products, vapor products, and cigarette wrapping papers) to add tribal enrollment cards issued by a State or federally recognized Indian Tribe (was, issued by a federal recognized tribe) to the list of acceptable identification of purchasers or prospective purchasers. Changes the effective date of the act from July 1, 2023, to December 1, 2023. Makes conforming changes to the act's long title.
