Adopts the permanent rules for the 2011 Session as the temporary rules for the 2013 Session, with the following exceptions. Amends Rule 27 to add Information Technology as a subcommittee under the Appropriations committee. Adds the Regulatory Reform committee. Amends Rule 31.1 to establish bill filing and crossover deadlines. Local bills must be requested by March 20 and filed by April 3. Bills recommended by commission or standing committees required to report to the 2013 General Assembly must be requested by February 19 and filed by February 27. Bills requested by state agencies must be requested by March 12 and filed by March 20. Public bills that do not include an appropriation or tax, joint resolutions, and House resolutions must be requested by March 28 and filed by April 10. Public bills that include an appropriation or tax must be requested by April 24 and filed by May 8. Sets the bill crossover deadline as May 16.
