    Creates a 16-member Commission as the title indicates. Directs the study to consider multiple issues relating to the feasibility of creating the North Carolina Investment Trust, a state-owned bank to receive deposits of state funds. Directs the Commission to hold a minimum of five public meetings in distinct geographic regions of the state. Provides that the Commission may make an interim report and any legislative recommendations to the 2012 General Assembly, 2012 Regular Session, before its convening and requires the Commission to submit its final report, including any legislative recommendations, by the end of the 2012 Regular Session of the General Assembly.
