Amends GS 163-165.6(e) and GS 163-182.8 (but appears to amend GS 163-182.2(a)) to provide a voter using a provisional ballot and voting a straight-party ticket the opportunity to indicate that, if the ballot is submitted in a district in which the voter is not qualified to vote, the voter intends that the straight-party vote apply to all candidates of that party in the district in which the voter is qualified to vote. Effective January 1, 2012, and applies to all elections occurring on or after that date.
