    Appropriates $700,000 for 2019-20 from the General Fund to the Department of Public Instruction for grant-in-aid to REAL School Gardens to establish a two-year pilot program beginning with the 2019-20 school year and ending with the 2020-21 school year, with the purpose of transforming teaching practices and creating outdoor learning laboratories on school campuses in 10 rural elementary schools operating a school-wide Title I program (as defined in the act). Requires the State Superintendent to select qualifying schools. Specifies how the funds may be used. Funds are to remain available until the end of the 2020-21 school year. Requires an annual report on the progress of the pilot program, an accounting of expenditures, and student outcome and teacher effectiveness data by October 1 in 2020 and 2021. Effective July 1, 2019.
