AN ACT TO PROVIDE FOR A REFERENDUM TO CHANGE THE ELECTION METHOD OF THE ROWAN-SALISBURY BOARD OF EDUCATION FROM NONPARTISAN TO PARTISAN.

    House committee substitute makes the following changes to the 1st edition.

    Amends the provisions for the terms of the Rowan-Salisbury Board of Education to provide that beginning with the primary and election held in 2020 and quadrennially thereafter, members for Seats 3, 5, and 7 (was, 1, 2, 4, and 6) are to be elected for four-year terms, and beginning with primary and election held in 2022 and quadrennially thereafter, members for Seats 1, 2, 4, and 6 (was, 3, 5, and 7) are to be elected for four-year terms.

    Subject to Rowan County voter approval in a referendum in a county-wide election conducted either prior to January 1, 2018, or on November 6, 2018, (depending on when the Rowan County Board of Elections conducts a county-wide election) changes the election of members of the Rowan-Salisbury Board of Education from nonpartisan to partisan, requiring candidates to be elected as candidates who are affiliated with a political party, beginning in 2018 if approved prior to January 1, 2018, or beginning in 2020 if approved on November 8, 2018, with all current members completing their terms of office. Repeals Sections C and D of Article V of "A Plan For Merger of the Rowan County School and the Salisbury City Schools, as approved by the State Board of Education, filed with the Secretary of State, and amended by SL 1987-890. Provides that, beginning in either 2018 or 2020 (depending on when the referendum required by this act occurs), the Rowan Salisbury Board of Education (Board) will have seven members, each elected on a partisan basis from a single-member residency district, as specified. Sets forth the seven residency districts for the Board. Sets out additional parameters regarding the Board's organization, members' terms, and vacancy appointments. Makes conforming changes.
