House committee substitute makes the following changes to 1st edition. Limits authorization for Rockingham County to use design-build method of construction for up to three public projects (previous edition included no limitation on the number of public projects); alters the selection process to require the county to seek to prequalify (in addition to solicit) at least three design teams to bid on each project, and to interview at least two of the teams that submit proposals; deletes Section 1(c), which provided terms and conditions for final payment. Adds a sunset date of June 30, 2017.
