Amends GS 136-32 to reduce the period political signs are permitted to be placed in the right-of-way of state highways to 10 days prior to the beginning of one-stop early voting (was, 30 days prior) and 10 days following the primary or election. Deems such signs remaining more than 10 days, rather than 30 days, after the 10 days following primary or election day to be abandoned, at which time persons can remove or dispose of the signs without penalty. Makes conforming changes regarding municipal ordinances addressing the same.
