Amends GS 143-215C to require that an owner or operator of a wasterwater collection or treatment works, which have been issued a specified permit for operation, must report a discharge of 1,000 gallons or more of untreated wastewater to the surface waters of North Carolina to the Department of Environment and Natural Resources within 24 hours of determining that the wastewater did in fact reach surface waters of the state. Also requires a press release detailing the incident to be released within 48 hours of the above determination (previously, required within 24 hours od determination). Makes technical and conforming changes.
