Amends GS 20-7(a1), which sets forth the requirements to drive a motorcycle, to provide that neither a motorcycle learner's permit nor a motorcycle endorsement are required to drive a motor scooter that (1) was manufactured prior to January 1, 1960, and (2) has a motor that does not exceed 150 cubic centimeters piston displacement and produces more than eight horsepower.
