Allows the Legislative Research Commission (LRC) to study whether current law strikes and appropriate balance between an employer’s need for access to accurate criminal history information about potential employees and the need for a person who has committed a minor offense in the past to obtain employment. If a better balance may be achieved, allows the LRC to consider the development of an appropriate expunction procedure. Specifies five topics that may be considered by the LRC. Allows the LRC to make an interim report to the 2011 General Assembly in 2012 and requires a final report to the 2013 General Assembly.
