House committee substitute makes the following changes to the 2nd edition.
Amends the long title.
Amends the caption for GS 15A-300.1(c1). Replaces a reference to GS 166A-19.3(9) in the definition of emergency management agencywith GS 166A-19.3. Authorizes emergency management agencies to use unmanned aircraft systems for all functions and activities related to emergency management, including several listed activities.
