Applicable only to Alleghany, Ashe, Caldwell, Surry, Watauga, and Wilkes counties, amends GS 163A-1589 concerning the administration of elections by the county board of elections. Authorizes a city or special district that lies in more than one county to enter into an interlocal agreement with the county boards of elections in those counties where the city or special district lies regarding the administration of the municipal election. Limits the interlocal agreement to a period of two years and requires the agreement be approved by the State Board of Elections.
