    Appropriates $16 million in nonrecurring funds for 2023-24 from the State Capital and Infrastructure Fund to the Office of State Budget and Management for a grant to North Carolina Colleges and Universities for capital improvement projects. The funds shall be equally distributed to (1) Bennett College; (2) Johnson C. Smith University; (3) Livingstone College; (4) Saint Augustine’s University; (5) Shaw University; (6) Chowan University; (7) Louisburg College; and (8) North Carolina Wesleyan University. Effective July 1, 2023.
