    Amends GS 153A-292 to provide that a county board of commissioners may, by ordinance, establish a program to collect residential recyclable materials. Permits the commissioners to impose a fee for a residential recyclable materials collection program provided by the county. Sets parameters and guidelines for imposing a fee for the collection program and for providing exemptions from payment of the fee. Provides thatifthe governing body of a city adopts a resolution permitting the county to do so, thenacounty may operate a residential recyclable materials collection program within the corporate limits of a city.
