House committee substitute makes the following changes to 1st edition. Completely rewrites the bill to amend GS 163-227.2(f) by adding a provision that the governing board in a county with a modified full-time board of elections office may provide by resolution that either (1) the board of elections will not be open for one-stop absentee voting beyond regular hours or (2) there will not be one-stop absentee voting for the municipal election. The addition applies only to a municipal election in the town of Columbia conducted on a date when there are no statewide or county issues or candidates on the ballot. Addresses when the resolution must be adopted and how long it remains in effect.
