AN ACT AUTHORIZING A LOCAL DIRECTOR OF SOCIAL SERVICES TO DETERMINE IF A JUVENILE WHO IS ALLEGED TO HAVE BEEN ABUSED, NEGLECTED, OR DEPENDENT HAS AN ASSOCIATION WITH THE MILITARY AND TO SHARE THAT INFORMATION WITH THE APPROPRIATE MILITARY AUTHORITIES, WHEN APPLICABLE.

    House committee substitute to the 1st edition makes the following changes.

    Adds to the proposed changes to GS 7B-302, adding to the findings which must be satisfied prior to disclosure by the department of social services of otherwise confidential information to an appropriate military authority. Now conditions the disclosure upon the director finding evidence that a juvenile has been abused or neglected in addition to the previous required finding that the parent, guardian, custodian, or caretaker of the allegedly abused juvenile has a military affiliation (previously required the department rather than the director to make the finding).

    Amends GS 7B-302 to direct the director of the department of social services to include information concerning the military affiliation of the parent, guardian, custodian, or caretaker of an allegedly abused or neglected juvenile in the investigation following a report of abuse, neglect, or dependency. Directs the department of social services to further disclose otherwise confidential information to the appropriate military authority, in order to protect a juvenile from abuse or neglect, if the department determines that the parent, guardian, custodian, or caretaker of the allegedly abused juvenile has a military affiliation. Amends GS 7B-307 to make a conforming change.
