Amends GS 163A-1029, shifting the burden of proof in a challenge of a candidate’s qualification from the candidate under current law to the challenger. Maintains current law that places the burden of proof upon the candidate to defend a residency challenge. Applies to challenges to candidacy on or after the date the act becomes law.
